This Who’s Who type entry for The L.A.W. was written by Matt Brady, penciled by Dick Giordano, and inked by Bob Layton, with colors by Tom McCraw.
It lists the members of The L.A.W. (Judomaster, Captain Atom, Sarge Steel, Peacemaker, Blue Beetle, Nightshade, and the Question) as well as their individual first appearances. Cap was rarely seen in this costume. The text of this piece is printed below.
“When the mysterious Avatar, believed by his followers to be the reincarnation of the Hindu Destroyer God, begins a campaign of terror against the world’s space programs, Captain Atom is captured – unknowingly becoming a part of the Avatar’s master plan. Ordered by the president to stop the crisis at all costs, Sarge Steel recruits Nightshade, Blue Beetle, and the mysterious new Peacemaker to stand against the Avatar and his forces, the Ravanans. Coming at the crisis from different sides, Judomaster and the investigative reporter Vic Sage (secretly the faceless crimefighter known as the Question), team with Steel and the others against the Avatar and his forces.
Can these heroes, collectively known as the L.A.W. (Last American Warriors), stop the Avatar and find the missing Captain Atom before the end of the world?
From Captain Atom’s quantum powers, to Blue Beetle’s techno-wizardry, to Judomaster’s martial arts mastery, the L.A.W. wield a varied arsenal of powers and abilities.”
Splitting Atoms 
While Captain Atom was rarely seen in this costume I think it is one of the best post yellow costumes he had. But then anything that comes closer to the Tangent Atom look is always a plus for me.

Is the Tangent Atom a variation of Captain Atom? I passed on the Tangent stuff for the most part.

Tangent Atom has powers that are similar to Captain Atom and was the Superman type for the Tangent Universe. I basically collected all I could of Atom, and running out of that, started collecting Captain Atom. Overall the feel of the character is probably more like the original yellow costumed Charlton version, or maybe somewhat the New 52 Captain Atom. Kinda.
When all 52 Captain Atoms showed up in Arena, Atom was not among them, which always had me wondering who the Captain Atom was for the Tangent universe since the Tangent universe was one of the 52 Earths.
But overall Atom had one of the coolest outfits I’ve seen in a while, and a inspiring character. Captain Atom has been fun to follow for the same reasons.

Maybe there just wasn’t a Tangent version of Captain Atom? Did every character in the DCU have a Tangent counterpart? Is that the way the multiverse works? I don’t ask these questions to be snarky – I legitimately don’t know. I started reading comics post-Crisis and was a DC man. All I knew was one world – one universe. It wasn’t until I’d been reading comics for about ten years that I started getting into pre-Crisis stuff. I fell out of comics during Blackest Night. The only reason I got back into them was because I’d heard DC was giving Captain Atom a new series (the New 52 Captain Atom series, that is). I always thought that the multiverse varied from Earth to Earth. That not every Earth had a Superman or a Batman or a Captain Atom. Maybe there just never was a Tangent Captain Atom and there never was intended to be one. The Captain Atom Brigade from Countdown: Arena seems to support that (as you pointed out).
But a Tangent Captain Atom would’ve been neat. I can never get enough Captain Atom.
